Home Care Allowance

The Home Care Allowance (HCA) is a special allowance for the purpose of securing services to an individual of any age, in his/her home, based on the case manager's assessment. The HCA is a non-entitlement program designated to serve those client's with the lowest functional abilities and the greatest need for paid care. Eligibility for and authorized amounts of the HCA are subject to available appropriations.

Services Provided:

  • Monthly grant to the client for the purpose of paying a provider for rendered services.

    • The provider can be (the provider must be 18 years of age or older):
      • a family member,
      • agency employee, or
      • any contracted provider of the client's choice.

    • Services can include:
      • assistance with Activities of Daily Living (bathing, dressing, transfers, etc.),
      • meal preparation,
      • housekeeping,
      • laundry,
      • shopping,
      • appointment management,
      • money management,
      • accessing resources,
      • and so on.

    • Services are not to include skilled care.

  • A one time deep cleaning of home or pest control fumigation

  • Payment for electronic monitoring
